Residence Permits in Turkey: Applications, Refusals and Cancellations
Foreign nationals who want to stay in Turkey longer than their visa or visa exemption allows must obtain a residence permit. Because the refusal of an application or the cancellation of a permit can also lead to deportation proceedings, it is important to examine these decisions in time.

Types of residence permit
- Short-term: for purposes such as scientific research, owning real estate, business connections, tourism or medical treatment
- Family: for the foreign spouses and children of Turkish citizens or of foreign nationals holding a residence permit
- Student: for foreign nationals studying in Turkey at associate degree, bachelor’s or postgraduate level
- Long-term: for foreign nationals who have lived in Turkey with permits for eight years without interruption and meet the other conditions in the Law
- Humanitarian residence and residence permits for victims of human trafficking: for the special situations listed in the Law
For foreign nationals who obtain a work permit, the work permit also counts as a residence permit.
Refusal and cancellation
A residence permit may be refused or cancelled for reasons such as not meeting the requirements, public order or public security, use of the permit for a purpose other than the one it was granted for, a forged document, or a marriage of convenience. As a rule, a case can be filed against the decision before the administrative court within 60 days. The administrative court’s judgment can be appealed (istinaf) to the regional administrative court. A decision published in the Official Gazette of 11 June 2026 (No. 33277) established the Edirne Regional Administrative Court, covering Edirne, Kırklareli, Tekirdağ and Çanakkale; once it starts operating, it hears appeals against the judgments of the administrative courts in Edirne. For files in the transition period, the competent court should be checked.
If a deportation order has been issued after the refusal or cancellation, the deadline to challenge that order is much shorter: 7 days. Details: Challenging a deportation order

Frequently asked questions
My residence permit was refused. Do I have to leave the country immediately?
A refusal usually comes with a period within which you must leave Turkey. Not leaving within this period can lead to a deportation order. A case can be filed against the refusal, but filing it does not by itself give you the right to stay in Turkey. The situation should therefore be assessed as soon as the decision is notified.
I applied for an extension late. What happens?
An application to extend a residence permit must be made before the permit expires. Staying in Turkey after it has expired is a residence violation; on leaving, an administrative fine and, depending on the length of the violation, an entry ban may be imposed.
I am married to a Turkish citizen. Which permit should I apply for?
The foreign spouse and children of a Turkish citizen can apply for a family residence permit. If it is established that the marriage was entered into only to obtain a permit, the permit is refused or cancelled.
